Risk AssessmentRisk assessments of existing machinery to Provision and Use of Work Equipment Regulations (PUWER). Risk assessments of new machinery to The Supply of Machinery (Safety) Regulations 1992. Advice and reference on The Machinery Directive, CE marking, Essential Health and Safety Requirements (EHSRs) and Harmonised European Safety Standards. Assisting key managers to conduct risk assessment of all work activities, using structured inspections, standard checklists and Job Safety Analysis techniques. Managers are assisted to develop and maintain simple record systems appropriate to the business needs. (Risk Assessment projects will generally incorporate training of key personnel). PUWER 98Equipment Safety Audits/ PUWER The Provision and Use of Work Equipment Regulations 1998 (PUWER) requires users of work equipment to carry out risk assessment and provide work equipment that is suitable for its intended task and can be used without putting persons at risk. The Regulations cover any machinery, appliance, apparatus, tool or installation for use at work (whether exclusively or not) - effectively it is anything used at work. The 1998 regulations (updating the original 1992 Regulations) introduce requirements to ensure that, for reasons of health and safety, inspections are carried out: The regulations now make it an offense to allow work equipment to leave an employers undertaking, or if obtained from another undertaking, be used, unless it is accompanied by physical evidence that the last inspection has been carried out. Alternatively, ST&L Limited can complete the whole task on your behalf and present you with a comprehensive report backed up by all documentation required by the Regulations, which would include: CE MarkingAll machines sold in the European Economic Area (EEA) from January 1st 1995, must comply with the Machinery Directive and be safe. There are few exclusions to the Directive making this one of the most significant of all the New Approach Directives. The scope of the Machinery Directive defines a machine as the following: Safety components for machinery, described as: There are 5 main steps to CE Marking a machine. They are: For most machinery (other than those listed in Annex IV of the Directive), the compliance route is Self-Declaration. Machinery that is listed in Annex IV has to be approved by a Notified Body. ST&L Limited is not a Notified Body for The Machinery Directive, however, where the compliance route is Self-Declaration, we can complete the conformity assessment procedure ST&L Limited can assist with all stages of the CE Marking process including:· For suppliers based outside of the EEA, ST&L Limited can act as the ‘responsible person’ within the EEA by holding a copy of the Technical File and signing the Declaration of Conformity on their behalf. An approach is advocated to integrate the management of risks to health and safety in a common structure with the environmental risks and quality assurance procedures. Plant SafetySpecialist assistance with the detailed assessment of complex plant and operational procedures, including participation in HAZOP studies and the development of procedures for formal design review. Audit of operating plant and procedures, and the formulation of recommended actions to minimise risks identified. Preparation of systems of work for safe operation, including the development of Permit to Work procedures and arrangements for routine inspection and testing of safety critical elements. Workplace EnvironmentInitial survey and review of work requiring exposure to high noise levels. Assistance in the designation of hearing protection areas and general recommendations on noise reduction measures. Where necessary, detailed measurement and analysis of complex noise exposures may be arranged using specialist subcontractors. TrainingCourses are tailored to meet the specific requirements of the particular target group using a range of training modules. All courses follow an approach encouraging maximum participation from trainees, with a variety of exercises or syndicate work. Modules of approximately 2 hours are available on the following subjects: Standard one-day packages include the following seminars: Construction Design and ManagementCurrent Regulations The Construction (Design and Management) Regulation 1994 place duties on all those who can contribute to the health and safety of a construction project. The Regulations place duties upon clients, designers, contractors and planning supervisors, and require the production of certain documents - the health and safety plan and the health and safety file. To which projects do the CDM Regulations apply? The CDM Regulations apply to most construction projects. However, there are a number of situations where the Regulations do not apply. These include: Construction work other than demolition that does not last longer than 30 days and does not involve more than four people; Construction work for a domestic client (although the Regulations do apply to designers); Construction work carried out inside offices and shops or similar premises without interrupting the normal activities in the premises and without separating the construction activities from the other activities; The maintenance or removal of insulation on pipes, boilers or other parts of heating or water systems unless this work forms part of a larger construction project. People who, as part of their business, construct houses for subsequent transfer with land (whether by sale or other means) to domestic clients are known as developers under the CDM Regulations and have duties as clients.
